Capture Foreground Window Change

Does anybody know how to capture when the foreground window changes in
C++? I have a PPC 2003 SE (ARM4) device and I would like to write a
program that globally captures when the active foreground window
changes.

I have tried experimenting with SetWindowsHookEx but I can't compile,
"Identifier Not Found", I read on a post that it is not supported in
CE4?
