cellular emulator - COM17 is used please verify

I have installed the Windows Mobile 6 SDK (professional). When I try to
launch the “cellular emulator” I see an error “COM17 is used please verify”.
I am running this on a laptop. From device manager, it does not look like
COM17 is being used. Searched online found only one solution (uninstall SDK,
turn off Bluetooth and re-install). Did not work.

Any ideas?
