I'm not sure what your question is, so I'll answer a couple of
possibilities.

If you're thinking about building custom hardware with your app
bundled in the ROM, then you should probably ask in one of the groups
geared towards folks who do that. The key tool is Platform Manager.
The only group I frequent with any overlap is
microsoft.public.windowsce.embedded

If you're trying to figure out which software tools you need, then I
suggest choosing the hardware first, and let that specify the
development tools. The page specified by your URL mentions Windows CE,
but no platform. That suggests it uses a proprietary platform, rather
than one (like Pocket PC) defined by Microsoft. For more about what

If you're trying to choose development tools that will let you support
the widest variety of hardware, then I also suggest you start with the
19 Apr 07 contribution I just cited.

PS - I'm a Java/Python developer and haven't done Windows development since
