You can also create a cab file using cabwiz.exe that will change this policy
or registry key directly. If you want just to change a registry key, specify
this key in the inf file. You can find an example of a cab file in MSDN.
Once you launch a cab file on the device, you will be asked to confirm that
you want to install a cab file from an untrusted source.

would
be quicker manually configuring the PDAs one by one if that is the case.
Is the only other alternative to apply CSPs using OMA Client Provisioning
and OMA Device Management ?

I'm attempting to enable RAPI using the following CSP code:
