You can also create a cab file using cabwiz.exe that will change this policy
or registry key directly. If you want just to change a registry key, specify
this key in the inf file. You can find an example of a cab file in MSDN.

Once you launch a cab file on the device, you will be asked to confirm that
you want to install a cab file from an untrusted source.

and OMA Device Management ?

I'm attempting to enable RAPI using the following CSP code:
