Did you try saving the .inf file as UTF-8?

Yes, I have tried to. Cabwiz reports "The INF file contains Unicode
characters that could not be converted correctly to ANSI".
I have tried Cabwizs from EVT 3.0 (we develop for WCE 3.0 device), VS
2003 and VS 2005 with the same result.
It seems that the application name should be ANSI only. Is it really
so?
Alas, cyrillic characters are not within ANSI charset.
Maybe an application name can be changed with setup.dll during setup
process?
