Package/Bundle up settings

I would like to package up and bundle a series of small applications
and settings for a Pocket PC (2003 Phone, Mobile 5). My employer is in
the process of handing out these units to employees and would like to
have the abulity to configure the device using an installation package.
I am specificlly looking to bundle up and package appropriate
connection settings. Some of these devices are being purchased as
unlocked and need the specific telecom carriers GPRS connections
installed (Cingular, Rogers, Etc...). While its not a big deal to
program these in, its a little tedious and would be nice to be able to
script it.
I have Visual Studio 2005 and have made small apps for the devices
before, but tried bundling settings. Any ideas?
Also, is it possible to stop the devices rom running customization
packages after first power up or factory reset? There is a lot of
bloat on these things that is installed buy telecom carriers. We can
uninstall it, but if the device does a hard-reset (as they frequently
do) it reinstalls.
