I'm pretty sure 4.0 was never public and 4.1 was barely public. On my
Axim X50, Start->Settings->About->Version says
Windows Mobile 2003 Second Edition
Version 4.21.1088
So I'm quite sure 4.21 = 2003 SE, and pretty sure 4.20 = 2003. And
