I've never tried to create a silent install, but have seen several
threads on the topic. It seems to be generally possible, but with some
pesky exceptions. I just used google
(http://groups.google.com/advanced_group_search) to look up
silent install
in this newsgroup and got 19 hits. I didn't look, but am pretty sure
you'll get some useful info.
I don't know what you mean by "multiple devices". I do know that the
usual installation method (using CeAppMgr) leaves installation files
around so Tools->Add/Remove in ActiveSync works without running the
installation script again. This effect is (or at least was) a "Made
for Windows Mobile" logo requirement.

This would involve more work at first, but will definitely provide the
most control, and might well involve less work overall.

ActiveSync will not connect a "desktop" to more than one handheld at a
time.
