Wave playback during incoming calls

Hi,
I need to playback a wave file when there is an incoming call. But when
I do this using the normal waveOut functions the volume of the wave is
decreased so that the ringtone is played with max volume instead.
does any one nows how to reverse this action that is lowering the
ringtone volume during my wave playback and increasing my wave volume.
I tried many methods like waveOutSetVolume, registry editing, using
mixer devices (none avail) ... but with no luck
Any help is greatly appreciated.
