Implementing a predictive text dictionary

Hi,

I am writing a predictive text dictionary for various MS platforms (Pocket
PC 2003, Mobile 5) and wish to know suggestions of the best way to do this
(so that I don't overlook any easier options).

My particular area of interest are:

- which API's I should use to enable me to get access to text input within
third-party applications.
- How to display text at the current input cursor position in a third party
application (the text must be temporarily overlayed rather than permanently
added to the input field).

In case you're struggling to understand the problem domain, think of T9 on
your mobile and then picture that on a Pocket PC but using any application.
