Thanks for your input. I am brute force working around the problem by
scheduling the device to wake up once a day using:

CeRunAppAtTime(_T("\\Built-in Storage\\myprog.exe"),&t);

and setting the battery timeout to be 30 seconds if I still don't have
AC back on and automatically shutting down.

I wish there was an easier way...
