To answer my own question (and for future reference), the solution to get
rid of this pop-up was to regenerate my own VB runtime .cab file. To do
this, I double clicked on the msvbppb.armv4.cab file when I'm in Windows XP.
This opens the Windows CE Setup Viewer and you can see exactly what VB
runtime files go where and the registry key settings. Next install
msvbppb.armv4.cab on a clean PDA and copy all the VB runtime .dll's and
..exe's to a folder on your PC. Next write an .inf file that distributes the
files appropriately, sets the registry and includes the latest CEDevice
version tag.
There you go. No more annoying pop-up window when installing the VB runtime
on newer versions of Pocket PC.
