PPC2003 no connect ActiveSync?

I have installed Pocket PC 2003 SDK, eMbedded Visual C++ 4.0 and
ActiveSync 3.7.1. I am also using the emulator and Do Not have a
physical device.

How do you get the Pocket PC 2003 Emulator and ActiveSync to connect?
I have gone through all the help files and been through all the
newsgroups? One thing I read that I did not see - When configuring
the platform manager inside VC++4 and clicking on the properties of the
Pocket PC 2003 Emulator - the startup Server: drop down list box does
not have the startup server option. The only options that I have are
manual server and activesync.

Activesync tells my that my device (in this case Emulator) is not
detected. How do I get the two to talk to each other?
