Step one: look at other programs (Pocket PCs and desktops)
Step two: if you see variations, decide which you prefer and dislike

I think you will find that almost all applications add a shortcut
someplace in the Start menu, and very few add two (which is what you
have done). I can't think of any reason why two would be helpful,
although I've learned my imagination has limits. I do think at least
some users will be confused if an app has more than one.

At least some newer versions of Pocket PC seem to make choices for the
programmer. These operating systems "know" that too many icons in the
top of the Start menu is bad, so they move excess icons to Programs
submenu.

I'm quite sure I saw a recent (< 1 week ago) thread discussing a way
to force shortcuts into the Programs submenu so the preferred icon
would stay in the top Start menu. Unfortunately, I couldn't find it
when I tried just now. NOTE: Such force is generally appropriate only
for apps that are meant to be the primary app.
