The first thing you need is a driver for the web cam -- a driver for Pocket
PC -- from your web cam . Then ask the webcam vendor how to do use it.
Pocket PC doesn't have DirectX APIs, but the emulator has working ethernet
and serial interfaces. But not USB.

I doubt if any vendors have x86 drivers for the Pocket PC emulator, so don't
get your hopes up too high.
