About C#.NET and PPC

I have installed SDK correctly,then deploy the program to
PPC device again, also is wrong. Detailed message:

错误: 无法建立连接。请确保此设备已经与开发计算机建立了物理连接。

In English,the same meaning is as follows:
--Deploymentstared:project:SmartDeviceApplication1,Deploy:
Debug Pocket PC ------
Deploying to Pocket PC device, transferring by using TCP
connection

error: cann't establish connection. Please make sure the
physical connection between device and computer has been
established.

   This problem puzzle me.
   Anyone can give some help?
