Perhaps you can build for Smartphone 2002, using that SDK with eVC 3.
The result should run on all newer versions of Smartphone.

That really is the only way to be sure. I am willing to believe newer
Windows CE emulators are better predictors than were older emulators
(for HPC, Palm-size PC, etc.). But they would have to be much, much
better for me to really trust them.
