strting up question

I have installed embedded VC++, sp3 and the 2003 sdk

when i start vc++, open new workspace, default hello world program and
build all, the emulator comes up and when i execute, the program runs
ok...sometimes. other time i cannot get a connection to the device,
the message download files failed...when it works it will work to the
end of my time on the computer, but there is obvioulsy something i am
doing without realising which makes it work the first time...

any ideas
