The Pocket Outlook Object Model is what you want. If you use Google and
search for that phrase on microsoft.com you'll find lots of references and
articles, some specific to the particular development tool you're using. For
example, if you're using eVB, here's an article:

(Disclaimer: eVB is an obsolete product and apps created with it most likely
will not work with future Windows Mobile device.)
If you're using the Compact Framework and either VB.Net or C#, the easiest
way to access POOM is to use the commercial wrapper available at
http://www.inthehand.com.
