RAS issue with Windows Mobile

Hey,
I have a program that RAS's into a network and then FTP's files from a
handheld to a server. On Pocket PC 2002 everything works fine. On the
Windows Mobile 2003 the RAS connection is successful but anyone running
Windows 2000 Server fails to be able to FTP over the network once connected.
I am using the Remote Access Server and I have Granted the user Dial-in
permission and I added a policy that Grants access to any user that dials
in. Is there some other buried option that I need to enable?
