Pocket PC is a single-language device. With an English device, you would
have to install Chinese fonts to the device, and I'm not sure what else.
There are third-party programs that add mutli-language support to Pocket PC,
but I'm not sure if they support Chinese.
There are Chinese Pocket PCs. Various language Emulators for both Pocket PC
2002 and Pocket PC 2003 are available at http://microsoft.com/downloads
