I find the PocketPC 2002 SDK fairly useful. Installed with Embedded Visual
C++ 4.0, it provides a set of code wizards that generate most of the basic
structure you'll need at first for Windows apps. Check out
http://msdn.microsoft.com/vstudio/device/embedded/download.aspx for the
tools available.
