Noel,

I just started not too long ago as well. Some resources that helped me
get going were:
  tons of searches on the internet
  http://www.pocketpcdn.com/
and the book
  Programming Microsoft Windows Ce (Second Edition)

The book teaches in C++ and does not use MFC. I basically steped
through the book and tried to comprehend all that was going on. It also
describes some of the differences between programming for WinCE in
general and programming for the pocket pc. And you can get the book
pretty cheap off of Amazon's used section or half, because there is a
newer edition that uses the .NET stuff.

I had actually never programmed for any windows things and looked and
other books to help me out there as well.
