Actually, you need the Palm-sized PC SDK 1.2 for the Palm-size PCs
running CE 2.11, but the HPC Professional Edition 3.0 SDK for the HPC
Pros (which actually run version 2.11 of the operating system - yet
another nomenclatural mess).

I just found the downloads on the page specified by:

a) going to
http://www.microsoft.com/windowsmobile/default.mspx

b) choosing "Develop applications for Windows Mobile-base..." in the
"Develop and Deploy" box on the right

c) choosing "Download free Windows Mobile..." from "Tools and
Downloads"

d) choosing "eMbedded Visual Tools 3.0 - 2002 Edition" in "Core
Development Tools for Windows Mobile-Based Devices"

I avoid Microsoft's site because I find it changes too often, and is
confusing besides that. For some reason, I was in the right mood to
take on the challenge and succeed.

I tried using the search tool on the Mobile home page to look for
palm-size pc sdk
and got useful leads, so the site is better than I give it credit for.
