You can read the signal strenght from the registry at
[HKEY_LOCAL_MACHINE\System\State\Phone, Signal Strength]
Theoretically you may get detailed information about networds and coverage
using the RIL API. However, please note that this API is not documented. You
can find some information about RIL at

I wish to write and application which scans the GSM airwaves, using Windows
Pocket PC or Smartphone device. It also needs to access the most precise
signal strength it can.
I cannot find any API which would give me this data.
I know its possible, because what I wish to do is exactly what "Phone
Options" manual network select does. It scans and gives a list of
available
networks, and lets the user choose.
