How to disable WZC w/o soft reset?

I`m doing for fun a program that acts as WZC does. I know that WZC is there
and does its job very well but I want to automatize some task, and most
important: to learn.
Mi program already scans networks, find the desired ones, connect to them,
obtain an Ip address and test Internet connectivity and name resolution. All
OK up to this point.
The problems are:
1-WZC interferes with my program and neither of them are capable to connect.
I have to disable WZC. Now I'm doing it by renaming a registry key:
\\HKLM\\drivers\builtin\zeroconfig\Dll from WZCSVC.dll toWZCSVC.dllX and
doing a soft reset.
It works, but is slow and not friendly. Questions:
Any way to disable WZC without a soft reset?
Other idea that I have is lo lower its priority thread, but I haven't been
capable of finding the thread with remote kernel tracker. I know the module
WZCSVC is there as a service or driver, but not how to manipulate it.
2-The DHCP server ip address info on PPC remains as the last one used, and
this usually means that it is necessary to try to renew the Ip address two
time, the first one for not to contact the server, and then the operating
system changes the DHCP server Ip address to 255.255.255.255 and a renew
works.
Is there in Windows CE something like DhcpSetClientInfo in Win32 desktop?
