There is no way to install the MS RTC 1.2 from Platform Builder on a
PocketPC 2002/2003 device.
http://blogs.msdn.com/cenet/archive/2005/04/27/412600.aspx has some details
about why this is the case.
You absolutely can install a 3rd party SIP/RTP stack.
I've never used the PPC emulator so I don't know how it supports
waveIn/waveOut functionality, but assuming it does that then you could do
your work on there I would guess.
