I figured it out. I followed Chris De Herrera's instructions at
http://www.pocketpcfaq.com/wce/activesync3.1remove.htm then deleted rapi.dll
in the system 32 folder. I was then able to reinstall AS 4.5.

You are attempting to uninstall it while the PPC is not connected aren'tyou
(no bluetooth or USB connection)? Uninstall it after booting into safemode
or a diagnostic start using msconfig - something else will be inteferingdoesn't
with the software and booting without all the 'bells and whistles' running
should allow Activesync to do its thing unhindered. If the uninstall
work, attempt a reinstall while in either of these modes and thenuninstall.

I think it would listed as Microsoft ActiveSync under Add/Remove
programs.. if you are not able to find it, you can run the ActiveSync
setup file once again, you will get option to repair the installation.
You may try that option to see if it helps solve your issue.
