I understood you were using a WM equipped Palm. Every OEM has the option of adding/subtracting options/enhancements. I know Palm significantly enhanced some home screen and phone features. Didn't know if they might have done anything in the sync area.
I understand about the conflict resolution. As I said conflicts occur in only one instance, when you change the same contact (or calendar, etc) on both the PC and device between syncs. The option to AS about what to do on a conflict disappeared with AS 4. I complained. They didn't listen. I think it should be the only option. It should happen very infrequently and it is because the user did something wrong. They need to know to avoid it.
I would say you cannot keep your contacts in Outlook separate from calendar and e-mail. At least you can't have them sync that way. If you are not keeping your contacts on Exchange you must have made a local contacts folder, or pst, and have your contacts there. That means the contacts store on Exchange is empty, and that is what will sync. If you have contacts on the device, it will sync them to Outlook, and it will sync them to Exchange, unless you don't check contacts in AS. When you create an inbox in Outlook it has mail, calendar, contacts, tasks, notes. That is what AS syncs with. That Inbox (set) can be attached to Exchange, or not. Can't split it up. You can set up a PoP3 mail, like Earthlink, to deliver into that mail store in that Inbox, but it is still the one primary inbox.

Let me make a clairification here. I was using a Windows PC with a PALM
devive with the Palm OS in hte past. Hotsync was the sync software.
I have purchased a phone based off the treo, model 700W it runs windows, not
hte palm os. This change brought me to using the activesync process. Prior
to that I was using the HOTSYNC supplied by Palm on the PALM device with the
Palm O/S.
Your right under the plam system it was possible to duplicate entries.
using activesync 4.5 build 5096 I was able to wipe out my contacts list.
When I mention local, I store personal contacts in outlook on my PC vs on the
exchange server where my calendar is stored. I actually also pull the emails
from the exchange server and delete them while outlook is up and running.
Regarding picking the device that "wins", if you look at the main screen on
active sync and right mouse click on wither exchange or windows pc (in my
case) in the lower portion of the window you get a setting popup, click on
that and at the bottom it allows you to set the option on how to deal with
conflicts. eiter the mobile device wins (is accepted as gospel) or the
server wins. There is no true option to allow me to make the decision as
to which one I want.

The issue that you relate on first connection should never have occurred. At
initial connect you have no conflicts as none of the contacts on the two
devices are related. They would (should) either be merged, often resulting
in duplicates, or the PC would overwrite what was on the Treo. There has
never even been an option to overwrite the desktop with the device (though
some have asked for that). So I don't know what might have occurred there,
beyond postulating some Palm specific issue.
