These are issues that I hear about very infrequently, and I am not that familiar with what Palm has added to their version of the OS, though I do understand they have made some additions. You mention you are using server store for e-mail and calendar and local for contacts. On a 'normal' WM device the only possible server (mail/PIM) you can do that with is Exchange. If using Exchange, I would expect you would be using Outlook to attach to Exchange as well. Don't know if Palm has provided some extra stuff to connect with other options. If you are not using exchange, then something else is going on. AS may not be what is doing the syncing, though it is always used to provide the conduit. Even programs like Intellisync, rely on the connection provided by AS.
The issue that you relate on first connection should never have occurred. At initial connect you have no conflicts as none of the contacts on the two devices are related. They would (should) either be merged, often resulting in duplicates, or the PC would overwrite what was on the Treo. There has never even been an option to overwrite the desktop with the device (though some have asked for that). So I don't know what might have occurred there, beyond postulating some Palm specific issue.

I had two appointments on the same day at the same time, both on the server.
This wasn't a case of one being on the server and the on the being on the
phone. The next next sync, rather than there being two appointments on the
server and phone, there was a single entry on the server and the phone. The
phone entry won out. I lost the entry that was on the server. No I have togo
back and determine what other entries have disappeared (if I can remember).
Another situation I ran into was when I first got the phone I followed the
software install instructions and went to sync the local store contact to the
phone, it was my mistake, but he conflict resolution was set to device wins.
In this case since there were no contacts on the phone, it wiped out all the
locally stored contacts on my PC.
I lost over 200 contacts off my PC right after the active sync. This wasn't
a case of two like entries on the two devices, this was a case of an entry
not being on the device that was on the PC and the resolution flag was set to
device wins.....
I never had to deal with instances like this in the 8+ years of using either
HOTSYNC or PUMA to manage my palm device. This has only started since I
switched to ACTIVESYNC and a windows based palm device. I have friends that
are running good or is it goody and they haven't seen issues like this. If
the situation did arise, they received a pop up asking what should I do.
This all seems like a step backwards to me.

I am syncing a WM5 device to Outlook 2007 on a Vista machine, using WMDC. I
have no problem creating independent appointments on the desktop and PPC
occupying the same time slot. I just wind up with two appointments in that
time slot when I sync. I am not alerted that I have overbooked myself, but
I do get both entries both places.
Not there is a place to set conflict resolution but this does not refer to
your overbooking yourself. The conflict referred to in AS or WMDC is when
you make a change to an appointment on both the PC and PPC between syncs.
You might change your dental appointment time on the PC and the location on
the PPC, and then sync. The system keeps track of the fact you made a change
in that appointment and it needs to be transferred. It doesn't keep track of
what you changed. In this case both changed, a conflict, and it doesn't know
which one is right. You set a default, always PC or always PPC. You are
going to lose one change or the other in any case. If you suggest the latest
change might be better, you would still lose the older.
So, for your issue, this doesn't happen to me syncing with Outlook. Are you
syncing the Treo with Exchange? anything else you can add?
