Why is WCESCOMM listening on all these TCP/IP ports?

WinXP Pro SP2, ActiveSync 4.5.0.
I notice that WCESCOMM is listening on all the ports between 3000 and
3031 and between 6510 and 6541, plus a few others.
Why? Who is it expecting to come calling?
I'm sitting behind a firewall, so they're not coming in anyway.
Maybe that's what's behind the
"TCP/IP has reached the security limit imposed on the number of
concurrent TCP connect attempts."
messages I keep seeing in the system event log.
