Unable to resolve my ActiveSync woes

For months I have been struggling with ActiveSync only partially syncing my
Cingular 2125 Contacts and Calendar. I have deleted partnerships, reset the
phone, upgraded ActiveSync, scanned my PST, uninstalled every Outlook
add-in, etc., all without success. This is absolutely driving me nuts as
well as costing me a lot of time.
Phone: Cingular 2125 w/ WM5, flashed with most recent HTC ROM update.
ActiveSync: 4.2 (also tried 4.1 and 4.5 beta with same results)
OS: XP Pro with latest updates
Outlook 2003 with latest updates
Because my Exchange server is far away (both physically and from a WAN
perspective), I have Outlook configured to receive e-mail to my Personal
Folders. I have my phone and ActiveSync configured to sync Calendar,
Contacts, and Tasks from my local computer and InBox from our Exchange
server. I do this because I typically only scan e-mail with my phone when I
am away from my computer and not on the network.
My InBox sync works fine. It will sync whatever happens to be on the
Exchange Server at the time of sync. Contacts and Calendar are another
story. ActiveSync complete successfully so it appears that all is well
however looking at my phone, many (most?) of my calendar items do not appear
on my phone. Many of my contacts do not either. I can't find any rhyme or
reason as to what syncs and what doesn't. I have missed or been late to a
number of meetings or conference calls because I am scrambling to find
information which should be on my phone but isn't.
I found this error in my %temp%\outstore.log file:
2006-09-19 16:39:49 00000440 - ActiveSync for Microsoft Outlook initialized.
Error: 0x0, 173 Time: 6 seconds
This file conains numerous entries such as the one above. I have searched
for information on this error but haven't found anything. Anyone have any
ideas?
The really strange thing is my old AudioVox and my iPAQ completely sync
correctly using the same computer and ActiveSync confiiguration. Neither is
running WM5 though so I suspect this is a WM5 issue but don't know for sure.
I had stopped using my iPAQ when I got my 5600 because it was duplicative.
Now I am carrying it around again to make sure I have my calendar which
SHOULD be on my phone but isn't.
Any ideas or suggestions would be greatly appreciated.
