Finally we found that we have a n URL SCAN ISAPI filter on the IIS
We removed that filter and tested the PDA
Try to sync the PDA at my end
got the error
Your Account does not have permissions to sync with your current settings.
Contact your Microsoft Exchange administrator.
Error code: HTTP_403
We checked whether the port 80 and 443 are opened or not
They were open
Try to access his OWA and OMA from outside the network
Unable to access it
Checked all the settings under the IIS - They were ok
We are able to browse everything under IIS
Ran CEICW -- Try to sync PDA -- same error message

Got the error
Error Code 10061: Connection refused
Try to browse OWA from outside the network
Got the error
TP Error 404 - File or directory not found.
Internet Information Services (IIS)

It started working fine after removing the urlscan isapi filter

I download and installed the hotfix but it didnt work out and I still
not able to sync my Qtek.
