Cant connect to AS 4.1 from desktop using BT connects only from device

I have my activesync set to connect via bluetooth. I was wondering if its
standard that the connection has to be started only from the device. I try
to connect via the desktop and AS never connects. When I connect from the
device it connects and starts to sync just fine.

Not a big deal but just wondering if this is by design or is something
wrong.
