All of ActiveSync uses TCP. The difference is that for WM5.0 devices the PC
connection now shows up as a network interface. The protocol over the USB is
a RNDIS protocol, which is a much richer protocol (IPV6, UDP, etc). Prior
devices used PPP as the protocol over the serial USB cable.
In theory the device could be set-up to operate using the old PPP mode if
the device supports the proper drivers. (It's just code right?).

My goal is to have the Axim bypass the firewall and be properly seen by
XP and sync. The software firewall is required and cannot be removed.
A colleague has an older Axim (about a year) which uses straight USB
and syncs fine. Disabling TCP over USB on this newer Axim would be
ideal. The firewall is not user-configurable.
Thanks.
