We ran into a similar issue where everything was setup correctly and
only messages read in Outlook would synchronize to Treo 650 via
activesync. After a lot of research we determined that it was our
antivirus (eTrust 7.1) that was causing the issue.
You should check to see if your antivirus is causing this. Turn-off
mail scanning temporarily on the Exchange Server and see if this
corrects the issue. If so, contact the vendor for a workaround. With
eTrust, we made some modifications so it only scans inbound messages
and the problem was resolved.
