There are some further steps you can try...
First you need to make sure that the directory structure in IIS has the
correct permissions for OMA, OWA, and Activesync. If these are wrong
syncing will fail.

There are more articles and I'm sorry I dont have time to go through them at
the moment but basically do a google for Microsoft Exchange IIS permissions
and you should find something. If the directories in IIS that Outlook
Mobile/Web access and Activesync uses are setup even slightly wrong it can
cause problems.
