activesync installation error

I am attempting to install activesync 3.8 or 3.71 on a windows 2000 pro
machine. Both versions give me the same error message. I am definitely
administrator on the machine.

I do not get an uninstallation in add remove programs.

I have done the following.

- Deleted all entries for 'activesync' in the registry
- Run spybot
- did a virus scan
- shut down ALL active programs before installation including virus
protection
- uninstalled and reinstalled outlook 2002
- uninstalled outlook express
- ran registry mechanic (I know it doesn't do much but Im desperate)
