Opinions on KB Article Pls re: AS Fail + Hard Reset Solution

I am interested in people's comments on the following MS Knowledgebase
article:

Personally, I can't believe that one has to hard-reset, re-install all apps
and data and re-configure all settings and preferences, just to get
ActiveSync back and working properly, simply because you had to do several
hundred soft resets over time. Surely there is some flag or setting that
could just be reset, or changed?

Let's not even go into why one would do so many soft resets, over a period
of several months. Just suffice to say iPAQ 3870 and WM2003 ;)

The KB article does not say why this is a problem, or why the recommended
action is a solution, but this approach does rather suggest a fundamental
flaw in the implementation of ActiveSync.
