Not sure it's much help, but here's my usual approach with a new device.
Big diff I guess is the PC side. In my BT services I have a serial profile,
which I can set to any comm port. I use 4 and set that in AS. Then I leave
the PC alone. I don't pair from the PC.

I open BT manager on my 4155 (or 2215 or X30) and go for new and select the
'ActiveSync via BT' profile. I get the discovery phase where it check for BT
devices, I select my PC and it looks for the appropriate profile (serial),
when it finds it I get a request for PIN which I need to enter and confirm
on the partner device. Typically it seems to try to connect at that point
but usually fails, though it puts an ActiveSync with MyPC shortcut in the BT
manager. Clicking that generally connects fine.
