I've found a workaround:
Cold reset!
After reconfiguring the PDA certificate installation works properly.

Dear experts
I would like to add the root certificate from my own CA to my PDA (Dell Axim X3i, Windows Mobile 2003) and here are my steps:
* install cert into IE on my desktop
* export DER version of cert from IE
* copy .cer file to PDA
* click on the .cer in the File Explorer tool
* click on "yes" to the "Do you want to install ..., a certificate issued by ...?"
At that last step, I get an error dialog with "Cannot access certificate".
It's able to read the .cer file ('cause it shows who it was issued by...).
Any ideas?
