The first time you sync each Outlook PIM (Inbox, Calendar, Tasks & Contacts)
information you will see a prompt:

 "Combine or Replace" having three options---

* Combine the items on my device with the items on this computer
* Replace the items on my device with the items on this computer
* Do not synchronize this information type at this time

You will need to select the option desired ... I guess you are selecting the
third option and therefore you keep getting the message everytime you
synchronize.

* Choosing the first option will combine all the information (Pocket PC +
Computer) on both the devices.
* Choosing the second option will copy all the information from the Computer
to the Pocket PC replacing all the information stored on the Pocket PC.

BTW you can also set the synchronization rules under the in ActiveSync
(Click Tools, Options, Sync Rule (tab) ).
