Recieving e-mails using POP, IMAP, HTTP, or Exchange. Other than
Exchange, sending mail uses SMTP which is a different protocol. One
protocol working doesn't mean another will work.
My guess is that you are NOT on the same domain as the mail host to
which you are attempting to connect to send your outbound mails. That
is, you are off-domain and trying to use their resources for which they
have no idea if you are an authorized user to do so. In the e-mail
account you have defined in Outlook, enable authentication to their SMTP
mail host.
