Outlook 2003 and trouble addressing emails

We have some users who are commenting that when they type a email address,
once they start typing a few letters of the name/email nothing is found.

So if they are trying to send a email to tom@xxxxxxxx they start typing t,
and a list of names appears, but tom isn't one of them, even though they
have sent a email to tom@xxxxxxxx recently.

Why is this? And is there anything that can be done?
