I need to be able to edit a DL using OWA is this possible? If so, I am unable to find it with the new version.

Personal DL? Have your Exchange Admin install SP1, which should return Contact based DL functionality.

Server based DL? Nope.

For future reference, OWA is not part of Outlook, but is instead part of Exchange. The proper group is actually microsoft.public.exchange.clients.
