If someone else sends an e-mail without first receiving one from me, their
message is not delivered to me. They receive can't deliver message and if I
find out and send them an e-mail and they reply, we are OK from that point on.
Can you give the exact message that they are receiving? Redact out the email addresses, but, I highly doubt Outlook has anything to do with the problem.
