I did disable mail from Norton. No change.
the built in firewall isn't an issue since i disable that too.

Uninstalling and reinstalling rarely fixes Outlook problems of this
nature. Creating a new mail profile helps a lot more, but I won't suggest
that yet. You need to post more symptoms, like error messages, first.
You say you have Norton AntiVirus. Disable any mail scanning that it may
be doing. It's not needed and Symantec products have a history of
conflicting with Outlook. You also say you don't have a firewall, then
you say you have the built-in Windows firewall. Those are conflicting
statements. Make sure Outlook is listed as an exception in the firewall
configuration.
