Outlook 2007 Prompt for profile

I have two profiles set up. I understand that if I close Outlook, then next
time I open it should prompt for which profile I'd like to use. Instead, it
automatically opens whichever I chose the first time.

I have checked the Mail Setting, "Prompt for a profile to be used".

Note that this works fine the first time I start Outlook after having
restarted - I get the prompt. It's just every time I start Outlook
thereafter it assumes I want the profile I started with and does not prompt.

I've also waited several minutes between restarting and it still does not
prompt me.
