I just had to reinstall everything and, somehow, lost the New item in the "go" dropdown. Trying your method to get it back, I opened "control panel" and have no tabs nor is there anything close to looking like a tab nor is there anything about Programs or Internet Options. Is this the control panel from which one adds and removes programs or am I misinterpreting what you mean by "control panel?
The Control Panel program doesn't have tabs but the Internet Options applet does. Open the Control Panel and then open the Internet Options applet shown within. You can also start Internet Options by directly running the applet (inetcpl.cpl) instead of looking for an icon for it in Control Panel.
The Control Panel shows lots of separate applets. The Add/Remove Programs applet (appwiz.cpl) to which you refer is just one of many. If you still cannot find the Control Panel, use the Start -> Help and Support menu to get information on it. For me, it's found under Start -> Settings.
