I am just an individual - at home with Office 2003 (sp1 for office). Where in the world do you get the RMS? or do you have to purchase it?

It is ONLY usable within a "Microsoft shop"; that is, the company uses Windows 2003 server along with Office 2003 on *all* their desktops. Otherwise, there is no such feature in pre-OL2003 and there is no such feature if Windows 2003 Server isn't used regardless of the version of Outlook. Other than this tight configuration of Windows 2003 Server + Outlook 2003, what you ask is not available in e-mail. You don't get to control the recipient's e-mail client.
